India-Africa Forum Summit adopts framework for strategic cooperation & Delhi Declaration

The Third India and Africa Forum Summit (IAFS) has adopted a Delhi Declaration 2015 and India-Africa Framework for Strategic Cooperation.
These agreements were adopted at the conclusion of third Summit which was attended by India and all 54 African countries in New Delhi.
Delhi Declaration-2015
- Calls for continued collaboration in the fields of peace and security between India and Africa.
- Provide a concrete foundation for the consolidation of our strategic partnership between both sides.
- Enhance cooperation for strengthening of UN counter terrorism mechanism.
- Enhance cooperation and coordination to combat terrorism in all its forms and manifestations.
India Africa Framework for Strategic Cooperation
- Reaffirmed strong commitment to work together for comprehensive reforms of the United Nations system, including its UN Security Council.
- Make these world governing institutions more regionally representative, democratic, accountable and effective.
- Agreed to establish Small and Medium Enterprises and Medium and Small Industries to promote income generation and employment creation for people of both sides.
- Ensure access to affordable and quality treatment and medicines, particularly generic medicines to people of both sides.
Third India-Africa Forum Summit (IAFS) was the largest international gathering of leaders in New Delhi after the 1983 Non-Aligned Movement (NAM) summit. It was also one of the largest gatherings of African countries outside Africa as all 54 nations of the continent had participated.

Sylvie Lucas appointed as Chair of IGN of UNSC Reforms

Luxembourg envoy to the United Nations (UN) Sylvie Lucas has been appointed as the next chair of the Inter-Governmental Negotiations (IGN) of UN Security Council Reforms.
She was appointed by 70th UN General Assembly session President Morgens Lykketoft and replaced Jamaican Ambassador to UN Courtenay Rattray.
Her appointment comes ahead of the next round of negotiations UNSC Reforms to be held in UNGA after negotiating text was tabled in UNGA.
Background
- The 69th session of UNGA (President Sam Kutesa) had achieved a breakthrough in the UNSC reform process by adopting a negotiating text in September 2015.
- The text contained: Proposals and positions of various UN members on expansion of the council.
- Positions of various UN members on the distribution and expansion of permanent and non-permanent seats of the UNSC along with their proposals for use of the veto power.
Luxembourg had served as a non-permanent member of the 15 nation UNSC for year 2013-14. It is also part of the BENELUX countries comprising Belgium, Netherlands and Luxembourg which are supporting UNSC reforms.

G-4 countries issue Joint Statement on UNSC Reforms

G-4 countries viz Brazil, Germany, India and Japan have issued a Joint Statement on United Nations Security Council Reforms (UNSC).
It was issued after G-4 meeting held in New York,US which was called by Indian Prime Minister Narendra Modi and was Brazilian President Dilma Rousseff, Chancellor of Germany Angela Merkel and Prime Minister of Japan Shinzo Abe.

- Stressed on more legitimate, representative and effective UNSC reforms to address the global conflicts and crises which have spiralled in recent years.
- Shared the view that global conflicts and crises of the international community in the 21st century which can be solved by more Member States representing UNSC.
