Gurdeep Singh appointed as CMD of NTPC

Government of India has appointed Gurdeep Singh, currently head of Gujarat State Electricity Corp, as the chairman and managing director of NTPC Ltd, India’s biggest power producer.
His appointment was confirmed by Appointments Committee of the Cabinet (ACC), headed by Prime Minister Narendra Modi.
He has been appointed through a search committee route and became the first person to be appointed to the top job at a Maharatna company through this way.
About Gurdeep Singh
- Prior to this appointment he was serving as the managing director (MD) of Gujarat State Electricity Company Limited (GESC).
- He had spearheaded several key reforms during his tenure at GESC, Singh including innovative solar power programmes such as the solar power plant over the Sardar Sarovar canal
- He had started his career in NTPC in 1987 and earlier had worked with Calcutta Electric Supply Corporation, IDFC Projects and Powergen in different capacities.
Justice Sanjay Mishra appointed as Lokayukta of Uttar Pradesh

Justice Sanjay Mishra has been appointed as Lokayukta of Uttar Pradesh. His appointment was approved by the Supreme Court.
In this regard, the apex court recalled its earlier order of appointing Justice Virendra Singh as Lokayukta of UP after objections were raised against Singh’s appointment.
- Earlier in December 2015, SC in its ruling had passed order appointing Justice Virendra Singh as Lokayukta of Uttar Pradesh using its extraordinary powers under Article 142 of the Constitution.
- Court’s order came after repeated failure of the state government to comply with the court’s directives in the appointment of Lokayukta.
Union Government shortlist 20 cities under Smart Cities Mission

The Union government has announced the names of the first 20 urban areas that will be developed as smart cities.
These shortlisted cities were selected from Smart City Challenge competition in which 97 cities and towns had participated from 23 States and UTs.

About Smart City
- The vision for smart cities includes quality communications including Wi-Fi and infrastructure like drinking water on tap, automated waste collection and uninterrupted power supply, all luxuries for most cities.
- The cities would offer “decent living options to every resident” which would provide a “very high quality of life comparable with any developed European city”, a note from the Urban Ministry declared.
- To build smart cities, India allocated Rs. 6000 crores ($962 million) in last year’s budget.

Malayalam actor Kalpana passes away

Famous Malayalam film actress Kalpana Ranjani passed away in Hyderabad, Telangana due to a heart attack. She was 51.
She was best known for her work especially for her comic roles in South Indian films, primarily Malayalam and Tamil films.
About Kalpana Ranjani
- Born as Kalpana Ranjini to theatre artists VP Nair and Vijayalakshmi, her name became synonymous with effortless comedy with her comic timing bang on, making her the beloved of Malayalis across the globe.
- She made her Malayalam film debut with MT Vasudevan Nair’s 1983 film Manju and two years later in Tamil with the film Chinna Veedu and went on to act in over 300 films in Malayalam and Tamil.
- She is survived by her daughter Sreemayi, who is 16 years old.
- She divorced her husband, Malayalam film director Anil, in June 2012.
- Kalpana also recently had a liver transplant. Popular actress Urvashi and Kalaranjini are her siblings.
Kalpana’s Career
- Among her other Malayalam hits are “Ennum Eppozhum”, “Karnavar”, “Dolphins”, “Bangalore Days” and “Spirit”.
- She had bagged the “National Award” for the Best Supporting Actress for her performance in Thanichalla Njan.
- Her versatility was something that movie goers cherished. From her poignant role in Charlie as a sex worker with HIV/AIDS, to characters that made us laugh in movies like Poochakaaru Mani Kettum and her histrionics as UDC Kumari in Dr Pasupalan.
- Some of her well known films include Sathi Leelavathi (1995) and Kaliveedu (1996).

President Pranab Mukherjee has announced the names of recipients of year 2016 Padma awards. He approved conferment of 112 Padma Awards.
Padma Awards, the country’s highest civilian awards, are conferred in three Categories viz. Padma Vibhushan, Padma Bhushan and Padma Shri.

Tabla maestro Shankar Ghosh passes away

Legendary tabla player Pandit Shankar Ghosh passed away in Kolkata, West Bengal following a prolonged illness. He was 80.
He was amongst the most well-known tabla players in the country and followed the Farukhabad gharana of Hindustani classical music.
About Pandit Shankar Ghosh
- He had started learning training taleem in 1953 under the guidance of legendary Pandit Gyan Prakash Ghosh
- Having learnt from exponents belonging to different gharanas or schools of music, Ghosh was able to create a unique style of playing which is followed by his students, many of them prominent names of the of the music world now.
- He had performed with vocalists such as Pandit Omkarnath Thakur, Ustad Bade Ghulam Ali Khan, Girija Devi, Pandit Vinayakrao Patwardhan and Akhtari Bai.
- A recipient of the prestigious Sangeet Natak Akademi Award in 1999-2000, Ghosh had taken forward the concept of tabla ensembles large number of tabla players showcasing their talent together.
- He also received the ITC Sangeet Research Academy award and the Ustad Hafiz Ali Khan award.
- He had earned rave reviews for his ‘jugalbandi’ performances with celebrated classical musicians like Ustad Vilayat Khan, sitarists Pandit Ravi Shankar and violinist Pandit VG Jog.
- At international level, he had collaborated with artists like Pete Lockett, Greg Ellis and John Bergamo.

Noted dancer Mrinalini Sarabhai dies

Noted classical danseuse Mrinalini Sarabhai passed away in Ahmedabad, Gujarat due to age related health complications. She was 97.
She was trained in Bharatnatyam, Kathakali and Mohiniyattom and was educated at Shantiniketan under the guidance of Rabindranath Tagore.
About Mrinalini Sarabhai
- Mrinalini Sarabhai was born on 11 May 1918 in Kerala and was educated in Switzerland and Kolkata. She was daughter of former MP Ammu Swaminathan, founder of the Darpana Academy of Performing Arts in Ahmedabad.
- In 1948, Ms Sarabhai set up an institute of dance in Ahmadabad where she trained thousands of dancers and choreographers.
- she has written several novels, plays, poetry and stories for children.
- She was widow of noted space scientist Dr. Vikram Sarabhai who is considered as the Father of the Indian Space Program. Leading danseuse, actor and activist Mallika Sarabhai is her daughter.
- Awards and Honours: Padma Bhushan Award (1992), Padma Shri (1965) and Sangeet Natak Akademi Fellowship (1994).
India inks Loan Agreement with World Bank for Bihar Kosi Basin Development Project

The Financing Agreement for World Bank assistance of US$ 250 million for Bihar Kosi Basin Development Project was signed between Government of India and the World Bank at New Delhi.
The loan has been sanctioned by the World Bank’s concessionary lending arm International Development Association (IDA). The loan has implementation period of 5 years and Bihar Government is the implementing agency.
About Bihar Kosi Basin Development Project
The objective of the project is to enhance resilience to floods and increase agricultural production and productivity in the targeted districts in the Kosi River Basin, and to enhance Bihar’s capacity to respond promptly and effectively to an eligible crisis or emergency.
Five components of Project are:
(i) Improving Flood Risk Management.
(ii) Augmenting Connectivity.
(iii) Enhancing Agricultural Productivity and Competitiveness.
(iv) Implementation Support
(v) Contingent Emergency Response.
Primary beneficiaries of this Project:
Rural households and producers in the Kosi River Basin who are regularly exposed to floods.
This includes farmers who lost their agricultural lands due to the silt deposits brought by the 2008 Kosi River Flood as well as farmers in the project area that are currently without access to irrigation and other technologies, improved agricultural practices and an adequate transport network.

ISRO successfully launches IRNSS-1E satellite

Indian Space Research Organisation (ISRO) has successfully launched India’s fifth navigation Indian Regional Navigational Satellite System (IRNSS) 1E satellite.
It was launched on board of PSLV-C31 rocket from Satish Dhawan Space Centre (SHAR), Sriharikota in Andhra Pradesh.
Points to Note
- IRNSS-1C was launched on October 16, 2014 and IRNSS-1D on March 28, last year.
- The four satellites that were already launched include IRNSS-1A on July 1, 2013, while IRNSS-1B on April 4, 2014.
- IRNSS-1E has a lift off mass of 1,425 kg and carries Corner Cube Retro Reflectors for laser ranging and a highly accurate rubidium atomic clock (also part of the navigation payload of the satellite).
- RNSS-1E is the fifth navigation satellite in the IRNSS space system, comprising seven satellites, which would be on par with US-based GPS once the full complement of spacecraft is launched.
- The Indian Regional Navigation Satellite system, IRNSS, consists of seven satellites to provide real-time data on the position of objects to aid road, air and maritime traffic apart from providing mapping and tracking services.
India ranks 89th in Global Talent Competitiveness Index 2015-16

India has ranked 89th globally in Global Talent Competitiveness Index (GTCI) 2015-16 list of 106 assessed countries in terms of talent competitiveness of its human capital.
Report highlights
- In this edition of list top 20 scoring countries are all high-income countries. The top rankings were dominated by European countries.
- Top 10 in GTCI list: Switzerland (1st), Singapore (2nd), Luxembourg (3rd), United States (4th), Denmark (5th),Sweden (6th),United Kingdom (7th), Norway (8th),
- Canada (9th) and Finland (10th).
- Bottom 5 countries: Mali (105th), Tanzania (106th), Ethiopia (107th), Burkina Faso (108th) and Madagascar (109th).
- India’s scenario: It has slipped by 11 positions in this edition of list compared to previous rank of 78 in 2014-15 edition of list.
- Lower position indicates acute shortage of skilled workforce. It also ranks at last among BRICS members.
Bihar Government approves 35 per cent job reservation for women

Bihar Government has formally approved 35 per cent reservation for women in government jobs in the state.
Decision in this regard was taken by state cabinet meeting chaired by Chief Minister Nitish Kumar in Patna.
Chief Minister Nitish Kumar, the Bihar cabinet gave the green signal to 35 per cent reservation for women in state government jobs.
Presently state is already providing 35 percent reservation for women in recruitment as police constables and sub-inspectors. There is also 50 percent reservation for women as primary school teachers and in the Panchayati Raj system.
During 2015 state assembly election campaigning, Nitish Kumar who was chief ministerial candidate of the Grand Alliance comprising of Janata Dal-United (JDU), Rashtriya Janata Dal (RJD) and Indian National Congress (INC) had promised 35 percent reservation for women in all government jobs if he formed a government again.

France declares economic emergency

French President Francois Hollande has declared what he called “a state of economic emergency” and says it’s time to redefine France’s economic and social model.
Under the ambit emergency, government has proposed series of economic measures to boost long-stagnant economic growth and reduce chronic unemployment.
Proposed economic measures are
- Training half a million jobless workers, greater use of apprenticeships and aiding companies for hiring young workers.
- Updating country’s labour-friendly business model in an increasingly online and border-free economy.
- Loosening rigid working time rules including 35-hour workweek and a bonus of 2,000 euros to small businesses that hire young people.
- Integrate youth from France’s troubled suburbs especially minorities who face job discrimination into the global economy.
- These measures will be included in draft economic reform laws which French government is going to present in parliament.

The new service for algorithm trading test environment in partnership with Symphony Fintech Solutions Pvt Ltd.

Chinese bioartificial liver set to save lives

Chinese scientists have developed a new bio-artificial liver that can help patients to survive from liver failure long enough for an organ transplant.
It has been developed by team of researchers from the Shanghai Institute for Biological Sciences and doctors from Nanjing Drum Tower Hospital.

- The bio-artificial liver is based on human liver cells and has been designed to be attached outside a patient’s body.
- This liver device is based on cells taken from human fat, skin or other tissues and is reprogrammed into liver cells.
- It can help to prolong lives of patients with liver failure by recovering patients’ liver functions till suitable donor livers for a transplant is found.
Dinesh Sharma elected to board of directors of AIIB

India’s Dinesh Sharma has been elected to the board of directors of the China-sponsored Asian Infrastructure Investment Bank (AIIB).
Dinesh Sharma, Additional Secretary of Ministry of Finance has been elected to the 12-member board for which a secret ballot was held. This will be the first board of directors for the new bank in which 57 members joined as founding members.
The inaugural meeting of the board of the governors of the AIIB also held in Beijing after its formal launch. The meeting approved by-laws, rules and codes of conduct for the bank.
It should be noted that Union Finance Minister Arun Jaitley is the designated governor of the AIIB from India. However he was represented by Mr. Sharma at the meeting.
Presently, Dinesh Sharma is serving as Additional Secretary of Union Ministry of Finance.
About AIIB
- With authorised capital of $ 100 billion and subscribed capital of $ 50 billion, AIIB will invest in sectors including energy, transportation, urban construction and logistics as well as education and healthcare.
- China is the largest shareholder with 26.06% voting shares. India is the second-largest shareholder with 7.5% followed by Russia 5.93% and Germany with 4.5%.
- India whose total capital subscription amounts to $8.37 billion has paid first instalment of $334.70 million to the paid-in capital stock of the bank. 20% of the subscription is to be paid in five equal instalments.
- The election of India to board of directors of the AIIB is expected to provide significant role for it as it is the forum that approves the loans for projects.
filmmaker Anil Ganguly passes away

Noted filmmaker Anil Ganguly passed away today at his residence here after a brief illness. He was 82. Ganguly is a noted director and screenwriter, who worked in Hindi cinema from 1970s to the 90s.
He is best known for films like Kora Kagaz (1974) and Tapasya (1975) both of which have won National Film Award in Best Popular Film Providing Wholesome Entertainment Category.
His other notable films are Trishna (1978), Khandaan (1979), Humkadam (1980), Pyar Ke Kabil (1987), Balidan (1990 in Bengali), Dushman Devta (1991) etc. His last major film was Saaheb (1985).
His daughter Rupali Ganguly is a theatre and television actress and his son Vijay Ganguly is a choreographer and director.
Former Sikkim governor Rama Rao passes away

Former Sikkim Governor and senior Bharatiya Janata Party (BJP) leader Ventrapragada Rama Rao passed away in Hyderabad, Telangana following an illness. He was 81.
Rama Rao was one of the founders of Jana Sangh (later became BJP) in Andhra Pradesh. He was also Andhra Pradesh BJP president during 1993 and 1997.
About Ventrapragada Rama Rao
- He also served as the president of the party unit in the then united AP for two times. In 2002, during the NDA regime, Rao was appointed as the governor of Sikkim.In a political career spanning nearly six decades, Rao held the post of national vice-president of the BJP.
- His speeches in the Upper House were marked with humour and wit.
- Rama Rao was elected for a record four times in a row to the AP Legislative Council during 1966 to 1984 from the Hyderabad Graduates Constituency.
- He joined the Jana Sangh in 1956. He had practised at the AP High Court before being elected as MLC on four occasions in the erstwhile AP State Legislature.
- Rao, who was born on December 11, 1935, in Machilipatnam in Krishna district of Andhra Pradesh, was a lawyer by profession.

Anuradha Roy wins 2016 DSC Prize for South Asian Literature

Indian writer Anuradha Roy has won the prestigious $50,000 DSC Prize for South Asian Literature for her novel ‘Sleeping on Jupiter’ at the Galle Literary Festival in Sri Lanka. Ms Roy was awarded the prize and a unique trophy by Sri Lankan Prime Minister Ranil Wickremesinghe at a glittering ceremony this evening.
Her novel Sleeping on Jupiter deals with the subject of violence against women with story revolving around girl named Nomi and is set in Jarmuli, a city of temples.
She was selected among the 6 shortlisted authors for this edition (sixth) of prize by jury headed by Mark Tully.

- Ms Roy is novelist, journalist and editor.
- Her first novel An Atlas of Impossible Longing has been translated into 15 languages across the world.
- Till date she has authored three novels viz. An Atlas of Impossible Longing (2008), The Folded Earth (2011) and Sleeping on Jupiter (2015).
About DSC Prize for South Asian Literature
- It is a literary prize awarded annually to writers of any nationality or ethnicity writing about South Asia on themes such as culture, history, politics or people.
- The prize was instituted in 2011 by DSC Limited, an Indian infrastructure and construction company.
- The writers are chosen for their original full-length novel written in English or translated into English and published in the year preceding the judging of the prize.

Tsai Ing-wen elected as first female President of Taiwan

Pro-Independence Opposition candidate of Democratic Progressive Party (DPP) Tsai Ing-wen (59) has been elected as first female and 14th President of Taiwan.
Ms Tsai’s victory is the biggest mandate ever won by a DPP president and is only the second-ever victory for the DPP since Taiwan split with China in 1949.
The first was Chen Shui-bian who also was pro-independence (from China) advocate. During his time as President between 2000 and 2008 tensions had escalated with China.
Background
- In the 2016 general elections, DPP which leads the camp that wants independence from China led by Tsai Ing-wen emerged victorious with 56% of the total vote share. She defeated Eric Chu of the ruling Kuomintang (KMT) Party that secured 31% vote share.
China sees Taiwan as a breakaway province (island) which will one day be reunited with the mainland. China also has threatened to take back by force, if necessary.
The two sides had split in 1949 after then nationalist KMT party had lost to the Chinese Communist Party (CCP) under Mao Zedong and had set up a new government in Taiwan.
The KMT Party has ruled Taiwan for almost past 70 years and has overseen improved relations with China in recent times.
