Reva Khetrapal takes oath as Delhi’s Lokayukta

Reva Khetrapal takes oath as Delhi’s LokayuktaFormer Delhi High Court judge Justice Reva Khetrapal took oath as the new Lokayukta of Delhi.
Lieutenant Governor Najeeb Jung administered the oath to office at a function held at Raj Niwas.
She will become the fourth Lokayukta of Delhi and will serve a five-year terms as per Delhi Lokayukta and Uplokayukta Act, 1995.
Background
A four—member panel, comprising Chief Justice of Delhi High Court G Rohini, Kejriwal, Jung and Gupta had in October chosen Khetrapal’s name for the post of Lokayukta.
Thereafter, Jung had recommended her name to President Pranab Mukherjee for appointing her as Delhi’s Lokayukta.
 
About Reva Khetrapal
  • Reva Khetrapal had practiced in the Delhi High Court and Supreme Court from 1975 to 1991.
  • She was elevated to the HC in 2006 and she retired in September 2014. In 1991, she was appointed sessions judge and additional district.
  • Later she was posted as special judge (narcotics) in 1994. In 1999, She was also appointed secretary, Press Council of India (PCI).

Pollution in Delhi : NGT bans government diesel cars

The National Green Tribunal has told the government not to buy any more diesel vehicles amid worsening pollution in Delhi. The order will apply to the federal and local Delhi governments. India’s Supreme Court will hear a plea against private ownership of diesel vehicles on 15 December. Delhi is experiencing hazardous levels of pollution due to diesel emissions, construction dirt and the burning of crop stubble in farms around the city.
 
Air pollution causes more than 600,000 premature deaths in India each year. The tribunal order will not apply to private owners of diesel cars. However, the country’s top court is due to hear a petition asking for the banning of privately-owned diesel vehicles.
 
In recent days, pollution levels in Delhi have reached alarming levels. The Delhi government then announced that from 1 January 2016, private vehicles with odd and even registration numbers would only be allowed to operate on alternate days.
 
The transport department would run extra buses. New car sales are soaring in India, with 1,400 extra cars taking to the capital’s streets every day. Last month on the night of Diwali, the Hindu festival of lights, air pollution in Delhi reached 40 times the limit recommended by the World Health Organizationa (WHO). The capital city is not alone – India has 13 of the world’s 20 most polluted cities, the WHO reported last year

Delhi assembly passes CrPC (Delhi Amendment) Bill, 2015

Delhi Assembly has passed the Code of Criminal Procedure (CrPC) (Delhi Amendment) Bill, 2015.
The bill amends section 176(1) of the CrPC Act, 1973 and widens the scope of magisterial inquiry into cases of suspicious death, rapes in police custody and suspicious disappearances.
Thus, it empowers Delhi government to initiate a magisterial inquiry to cover any other cases in police custody and suspicious death.
However, the passage of is consider as another Centre-state flashpoint because Opposition has argued that it challenges the authority of Parliament as Delhi Assembly is empowering itself by passing the bill.
The Ruling Delhi Government has mentioned that CrPC Act, 1976 enacted by Parliament is a subject in the Concurrent list (having 52 items) in the Seventh Schedule to the Constitution of India and having power to amend it.

Swachh Delhi Abhiyan launched in Delhi

Swachh Delhi Abhiyan has been launched in the national capital Delhi to remove debris and garbage lying in various localities.
The drive was launched by Urban Development Minister Venkaiah Naidu and shall continue in New Delhi till the end November 2015 month.
 
Points to note
  • Launched as part of Union Government’s flagship Swachh Bharat Abhiyan.
  • It is being undertaken up by the Union Government, Delhi government and all the three Municipal Corporations of Delhi.
  • Under the campaign, 3 municipal bodies in Delhi will clear the garbage and the concrete waste will be lifted by the Public Works Department (PWD) of Delhi government.
  • Earlier, Delhi Chief Minister Arvind Kejriwal had launched a special mobile application to give a push to the drive.
  • Using this app and application people can send photographs of debris and garbage lying in their areas so that the concerned agencies could take steps to remove them.

Union Law Ministry notifies Delhi HC Amendment Act, 2015

 
Union Law Ministry has notified Delhi High Court Amendment Act, 2015 which was passed by Parliament in August, 2015.
The Amendment Acts amends the Delhi High Court Act, 1966 in order to reduce the workload of the Delhi High Court.
 
Key provisions
  • Provides for enhancement of pecuniary jurisdiction of the District Courts of Delhi from 20 lakh to 2 crore rupees.
  • Empowers the Chief Justice (CJ) of the Delhi High Court to transfer any pending suit to a relevant subordinate court.
Implications: This amendment act reduces the burden of Delhi High Court and seeks to substantively improve disposal of cases in subordinate Courts. It will also facilitate access of the general public to District Courts ensuring speedy justice to litigants at their door steps.
This is second amendment to the parent act and the last revision of pecuniary jurisdiction was done in 2003 to raise it from five lakh to 20 lakh rupees.

First car-free day observed in Delhi

First Car-Free Day was observed in Delhi on 22 October 2015 to encourage the people to use public transport instead of using their cars.
It was observed from 7 AM till 12 noon on the stretch connecting Red Fort to India Gate via Delhi Gate and ITO.
Delhi Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia took part to observe this day by taking part in a cycle rally. DTC also had deployed additional buses with frequency of one or two minutes on this route for better facilitation of commuters.

Reva Khetrapal selected as Lokayukta of Delhi

Former Delhi High Court judge Reva Khetrapal has been selected as Delhi’s new Lokayukta.
The post was lying vacant since 2013 after retired Justice Manmohan Sarin had relinquished office after completing five-year term.
With this, she will become the fourth Lokayukta of Delhi and shall have five years terms as per Delhi Lokayukta and Uplokayukta Act, 1995.
 
Background
  • Justice Khetrapal was chosen as head of anti-corruption ombudsman unanimously by a four-member panel.

NGT orders to levy environmental tax on trucks entering Delhi

National Green Tribunal (NGT) has directed all commercial vehicles entering Delhi to pay environmental compensation charge in addition to the toll tax.
This decision to levy environmental compensation charges dubbed as environmental tax was taken by NGT as a tough measure to curb air pollution in Delhi.
The green panel has observed that vehicular pollution is one of the main sources of inferior quality of air in Delhi.
