Cabinet approves Pradhan Mantri Fasal Bima Yojana


The Union Cabinet has approved Pradhan Mantri Fasal Bima Yojana, a new crop insurance scheme to boost farming sector in the country.
It is farmers’ welfare scheme that aims to reduce the premium burden on farmers and ensure early settlement of crop assurance claim for the full insured sum.

Highlights of Scheme
  • Uniform premium: Farmers will pay uniform premium of 2 per cent for all Kharif crops and 1.5 percent for all Rabi crops.
  • In case of annual commercial and horticultural crops, the premium to be paid by farmers will be only 5%.
  • The premium rates to be paid by farmers are very low and balance premium will be paid by the Government to provide full insured amount to the farmers against crop loss on account of natural calamities.
  • There is no upper limit on Government subsidy. Even if balance premium is 90%, it will be borne by the Government.
  • Earlier, there was a provision of capping the premium rate which resulted in low claims being paid to farmers. This capping was done to limit Government outgo on the premium subsidy. This capping has now been removed and farmers will get claim against full sum insured without any reduction.
  • The use of technology will be encouraged to a great extent. Smart phones will be used to capture and upload data of crop cutting to reduce the delays in claim payment to farmers. Remote sensing will be used to reduce the number of crop cutting experiments.
The new Crop Insurance Scheme has been formulated in line with One Nation–One Scheme theme.  It replaces existing two schemes viz. National Agricultural Insurance Scheme (MNAIS) and Modified National Agricultural Insurance Scheme (MNAIS) by removing their inherent drawbacks (shortcomings) and incorporating the best features of all previous schemes.

Union Government launches two mobile apps for farmers

 
 
 
 
 
Union Government has launched two mobile applications namely Crop Insurance and AgriMarket Mobile to benefit farmers.
These apps were launched by Union Agriculture & Farmers Welfare Minister Radha Mohan Singh in New Delhi to celebrate the birth anniversary of former Prime Ministers Choudhary Charan Singh and Atal Bihari Vajpayee.
 
Crop Insurance Mobile app
  • This Crop Insurance mobile app can be used to find out complete details about cover available but also to calculate the Insurance Premium for notified crops based on area, coverage amount and loan amount in case of a loanee farmer.
  • It can also be used to get details of normal sum insured, extended sum insured, premium details and subsidy information of any notified crop in any notified area.
AgriMarket Mobile App
  • This App has been developed with an aim to keep them abreast with crop prices around them.
  • AgriMarket Mobile App can be used to get the market price of crops in the markets within 50 km of the device’s location.
  • This app automatically captures the location of person using mobile GPS and fetches the market prices of crops in those markets which fall within the range of 50 km.
  • There is another option to get price of any market and any crop in case person does not want to use GPS location. The prevailing prices are fetched from the Agmarknet portal.
Both these apps have been developed in house by IT Division of the Department of Agriculture, Cooperation & Farmers Welfare and can be downloaded from Google Store or mKisan portal.
There is a provision that if any State desire to convert these mobile applications in their local language, they can easily do so by simply providing the names of few keywords in their language.  Then this application will be prepared in that language very easily and uploaded on the play store.

26 November: National Milk Day

26 November is being observed as National Milk Day (NMD) to mark birth anniversary Father of the White Revolution Dr.Verghese Kurien
Google is celebrating 94th birth anniversary of Verghese Kurien by posting a doodle on its homepage showing the white revolution with milk can in his hand.
 
Background:
The idea of observing National Milk Day was first mooted by Indian Dairy Association (IDA) in 2014 on the lines of World Milk Day observed on June 1 under the aegis of UN Food and Agriculture Organization (FAO).
The first NMD was observed on 26 November 2014 by all Indian diary sector majors including National Dairy Development Board (NDDB), IDA along with around 22 state level milk federations.

About Dr.Verghese Kurien

  • Verghese Kurien was born on 26 November 1921 in Calicut in then Madras Presidency of British India. He had died on September 9, 2012 in Nadiad, Gujarat. He was 90 year-old.
  • Operation Flood: As a social entrepreneur he had started billion-litre idea-Operation Flood which was the world’s largest agricultural development programme.
  • Operation had helped to transform India from a milk-deficit country into the world’s largest milk producer.
  • Milk Co-operatives Movement: He successfully set up 30 institutions of excellence (like AMUL, GCMMF, IRMA, NDDB) which are owned, controlled by farmers and run by professionals.
  • As the founding chairman of the Gujarat Co-operative Milk Marketing Federation (GCMMF), Dr. Kurien was pioneer in establishment and success of the Amul brand of dairy products.
  • Milk powder: Under his chairmanship, Amul achieved key invention of milk powder processed from buffalo milk.
  • Awards and Honours: Ramon Magsaysay Award (1963), World Food Prize (1989), Padma Shri (1965), Padma Bhushan (1966) and Padma Vibhushan (1999).

CCEA hikes MSP for major Rabi crops including wheat, gram and pulses

Government has been hiked Minimum Support Price of Rabi crops including wheat and pulses for Rabi season 2015-16. The MSP of pulses was taken to increase the production as country is facing acute shortage due to domestic demand-supply gap
Decision in this regard was taken by the Cabinet Committee on Economic Affairs meeting chaired by Prime Minister Narendra Modi in New Delhi.

8th Edition of National Seed Congress begins in Hyderabad

The Eighth edition of National Seed Congress (NSC) has begun in Hyderabad to deliberate on advanced seed development technologies and regulatory measures.
The event was formally inaugurated by the Telangana state Agriculture Minister Shrinivasa Reddy and has been organized by Union Agriculture Ministry.
The three day congress aims to provide common platform to all stakeholders to discuss a variety of issues including advances in seed development technologies and various seed policies with respect to the seed industry.
In this edition of Seed Congress, over 600 delegates are taking part from national and international research and development agencies such as ICRISAT. Over dozen breakout sessions are being organised along with a special session dedicated for seed development to promote Telangana as the seed bowl of the country. About 80 progressive farmers involved in the seed development are also going to take part in the congress.

  • It is an annual event organised by Union Agriculture Minister organised in different states.
  • Aim: To address farmers issues for accessing quality seeds of new varieties through an innovative seed supply system.
  • This system seeks to facilitate the development of new plant varieties and the delivery of high quality seed varieties to farmers to further increase crop productivity, food Security and economic development.

APSEZ inks MoU with IPGA to handle pulses across its ports in country

Gujarat-based Adani Ports and Special Economic Zone (APSEZ) has signed a Memorandum of Understanding (MoU) with India Pulses and Grains Association (IPGA) to handle import and exports of pulses across its ports in the country.
 
 
The MoU seeks to
  • Develop an efficient and dedicated supply chain for pulses using Adani Ports’ strategically located facilities to all key consumption centres in the country.

16 October: World Food Day

Every year 16 October is being observed as World Food Day (WFD).
Significance of Day: It aims to raise public awareness about hunger challenges and encourage people around the world to take action in the fight against hunger.
It is widely celebrated globally by many organisations concerned with food security including International Fund for Agricultural Development (IFAD) and World Food Programme (WFP).
Theme of 2015: ‘Social Protection and Agriculture’.
The theme seeks to underline the role of social protection in reducing chronic food insecurity and poverty. In this case social protection is viable alternative for stimulating agricultural production and local economic activity. It also seeks to ensure direct access to food or the means to buy food.

CCEA approves National Watershed Management Project Neeranchal

The Cabinet Committee on Economic Affairs (CCEA) has approved World Bank assisted National Watershed Management Project- Neeranchal.
The project will ensure access to irrigation to every farmland (Har Khet Ko Pani) and help to achieve objectives of Pradhan Mantri Krishi Sinchai Yojana (PMKSY) for efficient use of water (Per Drop More Crop).
The project has been formed to cater to water-short areas with an outlay of 2142 crore rupees. Of the total project amount Union Government’s share will be 1071.15 crore rupees (50 percent) and rest will be loan amount from the World Bank.
It will be implemented at the National level as well as in the 9 States. These states are Chattisgarh, Andhra Pradesh, Gujarat, Jharkhand, Maharashtra, Madhya Pradesh, Odisha, Rajasthan and Telangana.

Union Government launches KISAN Project and Hailstorm App for crop damage

 
 
Union Government has launched KISAN (Crop Insurance using Space Technology and Geoinformatics) Project to benefit farmers.
This project will favour use of satellites, drones (unmanned aerial vehicles) and other geospatial technology to collect crop yield data and to assess damage from natural calamities.
 
Key facts
  • Drones will help to take high resolution imagery of crop assessment. It will be collated with satellite imaging and other geospatial technology to get accurate data.

Government test shows 12.5% food items contain unapproved pesticides

Union government has found residues of pesticides in vegetables, fruits, milk and other food items collected from various retail and wholesale outlets across the country.
It was unveiled by the report released by Union Agriculture Ministry it had analysed samples collected during 2014-15 from various retail and wholesale outlets.



 
Point
  • These harmful residues of unapproved pesticides were found in 12.50 per cent of the 20,618 samples collected nationally as part of the central scheme Monitoring of Pesticide Residues.
  • Samples collected from organic outlets were also found having residues of pesticides.
  • The residues of pesticides above MRL (maximum residue limit) were found in 543 samples (2.6 per cent). The MRL is being prescribed by the Food Safety and Standards Authority of India (FSSAI).
  • In 1,180 vegetables sample, non-approved pesticides residues pesticides such as bifenthrin, triazofos, acephate, metalaxyl acetamiprid and malathion were detected
  • In 225 fruit samples, non-approved pesticides such as acephate, acetamiprid, carbosulfan, cypermethrin, profenofos, quinalphos and metalaxyl were found.
  • In 43 pulses samples, residues of non-approved pesticides especially of profenophos, hexaconazole and metalaxyl were found.
  • In 30 rice samples, residues of triazofos, metalaxyl, carbaryl and acephate were detected.

India pips China to emerge as world’s largest cotton producer

India has emerged world’s largest cotton producer in the season ending in September 30, 2015 by surpassing China.
As per data released by the International Cotton Advisory Committee (ICAC) India has produced 6.51 million tonnes (mt) of the cotton against 6.48 mt registered by China in the cotton year 2014-15.
US Department of Agriculture has predicted that India will retain its top position till next cotton season by producing around 29 million bales or around 27 per cent of the global cotton crop.

India, Cambodia ink 2 MoUs for bilateral cooperation in Tourism, Mekong Ganga Project

India and Cambodia have signed two Memoranda of Understanding (MoUs) to boost bilateral cooperation in the field of Tourism and another related to umbrella projects under Mekong Ganga Cooperation initiative.
These MoUs were signed in the presence of Indian Vice President M.Hamid Ansari and his Cambodian counterpart Prime Minister Hun Sen in Phnom Penh.
The second MoU for umbrella projects under Mekong Ganga Cooperation initiative covers five Quick Impact Projects including
  • 2 projects in Health care.
